I do not think it means what you think it means

On our drive down here this morning, we stopped at a rest area in NJ.
There was a sign outside the mens room that said:
Report all suspicious behavior. For example: lewd behavior and loitering.

So, does that mean you can do lewd things as long as you do it fast?
It says and, so each one alone isn't enough, right?
I don't think they're trying to encourage high speed lewd acts, but maybe that explains folks mooning out of cars.
And, why do they call the flashers?

I had no idea this was the cause of all that.

Nothing like a high-speed mooning on the NJ Thruway to make the drive less droning...oh, the good ol days
