The FedEx driver again had my downstairs neighbor sign for a package. My neighbor left it in the front foyer for me, where it disappeared.
I don't blame my neighbor as he was trying to help and I've never had a package stolen from there in 16 1/2 years. And some of my other neighbors have had things sit there for days without problem.
FedEx got a signature, so they can't be held responsible.

But, I'm really mad about this. It was only a $20 thing, but I get all sorts of stuff shipped. And now I feel I can't trust FedEx at all with it.

easy fixed, tell your neighbours NOT to accept packages for you

no sig = no delivery = pick up from post office

Telling the 80+ year old guy not to sign for it is not as easy as you may think.
I have already tried.
"But, I'm happy to help!" he assures me.
"It didn't help, it got lost," I told him. "Please don't sign for one again."
"But, I'm happy to help!"

whether or not FedEx can be held liable. But, they are being their usual lazy selves in trying to offload the responsibility. Isn't there a front office in your complex? I think that you should talk to the management and have them set the policy that all deliveries are to be left at the front office for safety, and they could post a sign on the property saying that - AND posting notice to all the tenants that if anyone signs for anything other than themselves they are taking full responsibility for it ($$$$) if it is damaged or stolen.

IT is not allowed for deliveries to be left at our neighbors house for us, and I won't accept deliveries for others unless they have explicitly asked me in advance.

The front office is worse.

Now that I've got the full time job, I'll just have stuff sent there. I didn't do it before when I wasn't sure how long I'd be there.

Argh! We've had FedEx drop packages that were supposed to require signatures, with no signature at all. That's one reason we favor registered mail for commissioned stuff we send out, but you can't usually get vendors to use registered mail because it's a hassle to send.

I would SO totally call FedEx and read them the riot act about requiring, supposedly, YOUR signature, then allowing a neighbor to sign. NOT OK. And tell them NOT TO DO THAT AGAIN. Seriously. This would have me exploding with rage. Hm. I guess with all the yellish letters above, it DOES. LOL!

I emailed them rather then call, but did more or less what you say.
