Rotary to nowhere…

fbhjrOne of the ways home I take to avoid a bad intersection they are doing some construction.
For reasons not clear to me, they are building a rotary in the road.
There is one just north of it already, and it doesn’t appear to go to anywhere.
Right now there is nothing to either side of it. I doubt they’d build one on speculation.
I wonder what they’ll build next?
