The fog itself isn't all that cold. It forms when the air temperature gets below the humidity threshold in the air. (The dew point.) With this high a humidity the dew point is quite high. So, the fog is still above 0. The surfaces of the metal below it are much colder. Well below zero.
No. When I leaned on the top of the freezer it was a very sharp pain, but not like a burn. They're both pain, but different. Afterwards they are different too.
